Help on Attack stats

For some reason, as soon as all of my characters were no longer freelancers they all retained the same attack but with no weapons. Their attack goes down when I equip weapons or a shield. Instead of building on the attack stat when there is no weapon equipped, the attack restarts from zero. For instance if their attack was 20 with no weapons and i equipped a sword that did 12 damage, their attack would go down to 12. What is the point of this?
My Monk is basically useless because it claims that his attack is in the 20's but he does 1 damage. What is going on???

Monks are the most useless class in FFIII ... I had the same problem at first, but if you equip two weapons, then your attack will go up. Don't bother with shields, they're basically useless, unless you want to block against status aliments.

In short, just equip two weapons Monks work best with no weapons at all
