So when I was venturing the end of Chapter 11, I managed to get the Taming Pole (Fang lance) and equipped it. I did a battle with it and realized that the enemy wouldn't Stagger. So I thought, "well that's odd, but whatever". I then got to the next boss battle and still couldn't Stagger.
Now this is what I noticed. The Taming Pole has Stagger Lock, and my other 2 party members were also using Stagger Lock weapons. So using 3 Stagger Lock weapons means you can never Stagger the enemy. I confirmed this later on too (due to spoilers, I won't go into detail about it). I find it sort of ironic that 3 Stagger Lock weapons prevent a Stagger from happening.
Has anyone else had this issue as well? Is it possible that I'm missing something, and what happened should be the case?
