Okay, so I'm just wondering... if Cleyra is protected by a sandstorm and no visitors ever go in, why do they have an inn? Maybe I'm overthinking things here?

It doesn't say that no one can go in. Just attackers/invaders. They let the burmecians in from Burmecia, after all
