I think dubbed is horrible. I won't watch an anime unless it's subbed because it doesn't seem right if I don't. For years I watched subbed anime so dubbed just sounds awful to me.

I upgraded the weapons at chapter 4 I believe. I did not really understand what I was doing so it took me a while to figure out how upgrading the weapons and accessories worked. By the end of the game I had two fully upgraded 2nd tier weapons and one tier 3 weapon.
