There are some situations where Ozma will keep using Curse over and over, which is great compared to him using Meteor. I am not sure if it's a glitch or not, maybe you must do something to cause him to use Curse. I'm not sure, I have never witnessed it personally. He is still hard reguardless...

They are one of the best things to level on until you get to the end game in Memoria. I leveled up on the Mistodon's before I went there as well. If you're going for Excalibur II though, it isn't wise to level grind in any sort of a way because it takes too much time, but you can afterwards.
