On my first play I could not beat him because I was low leveled and didn't know what the hell I was doing but on my second play through I got all the materia, high levels etc and it was a piece of cake.

Find all the Cactuar stones and pray to them. Once you do this go to the southern area before Rin's Travel Agency. You should see a Cactuar ghost follow it east to a broken lightning tower, pray in front of it and lightning will strike it and destroy it revealing a chest containing the Spirit Lance.
