Its really quite simple. Not only is it OOC for Cloud and Tifa to have sex even in an optional scene, its completely "dismissed" by SE if its meant to prove cloti canon. Not only is it NEVER mentioned as being true, Tifa remember even the tiniest detail and talks about it (e.g. promise scene )...
