Because your usergroup is Veteran Member. It will be limited for regular members.

Eh? Anyway, I can see how the staff changing their names so often would be annoying, but that's their choice and I don't have a problem with it. This 60 day rule is defunct, and likely was simply to save admin time anyway, not prevent confusion. This will likely soon be automated anyway.
