While I do agree that the majority of movie-based games are crap there are a few that are actually good. Goldeneye is widely regarded as one fo the best games of all time, the Super Star Wars Trilogy for the SNES is overall a good series of games as well.
I wouldn't look too much into this atm, everyone (incliding Depp himself) was tipped to The Joker in TDK and they ended up going with a surprise choice. I'd expect that would happen again over Depp being The Riddler.
No plans for it being released on the PC have been revealed as of yet. I think SE have denied it a couple of times now.

The difference being is this film basically lives up to the hype unlike other big sequels of recent times. And Ledger's death makes no difference on how great a performance he gave, we'll need to see whether he'll win an Oscar but I think he'll get the nomination for it.
I think it's been stated that Robin won't be in it and really I personally don't want him to appear in it anyway, I'd prefer it to focus just on Batman. Nolan doesn't want to use previous villians because their cheesy (Noaln would have his own vision of characters if he needs to change them)...

I'll be staying away from this thread to avoid spoilers until next Wednesday when we actually get the film, got tickets to see a advanced screening on the Wednesday before the general realease on Thursday (where I'll be seeing it again and probably the weekend after for good measure).
