I think Ruby is the strongest. If you use KotR on him he responds with Ultima. He can get rid of your characters with that sand trap thing. I think his physical attacks are stronger too.
Cloud. He's got such a good story. He's powerful at the beginning and then becomes even stronger after the revelation. Much better than Zack I think, though he's still good.
I think Lulu's or Wakka's from FFX were the hardest. Dodging lightning on the Thunder Plains got really annoying, especially if you got to 150 and then got hit and had to start all over. Wakka's could be annoying if your Blitzball tournaments fell at awkward times.
