I've tried that but they don't actually turn on. Could it possibly just be some glitch?

I bet I'm not the first person to ask but I can't find any info on this and I'm probably an idiot but oh well. How do you get to turn on a gambit to set it? All of my characters have every gambit slot, but only one or two of them will turn on. If this has been asked before and you guys are...
