Call of Duty Black Ops. ...just kidding. I'd have to go with Mass Effect 2. It had an immensely compelling story, it fixed all of the technical bugs and issues with Mass Effect 1, it gave you a lot more romance options, a LOT more overall dialogue (I find), more meaningful quests/sidequests...
