I have the old 60GB PS3, and I've recently filled it up to just shy of 500 mbs. Is it possible to save something on a usb or sd card and what not? Like DLC, game saves, game installments, whole games, etc? Or can it only be on the PS3 hard drive?

It's possible, but you have to manually create folders for your game data (DLC specifically), saved data, and all that.

The only thing you can't copy is Full Games, from what I understand.

I don't fully know, because my brother has about 10 full games on his 1TB External HDD.

Some games have copy protection, which means they cannot be copied. It's been a very long time since I've tried but I imagine that the number of copy locked games have increased since I last tried (over a year ago).

tl:dr - You can copy them to other drives, but only for certain games.
