Which character in Final Fantasy VI do you think had the most time spent on them pertaining to character development? Who do you think could have been expanded on more so (I don't think we can count Umaro, Mog, or GoGo)? Final Fantasy VI had the most available characters in any Final Fantasy game, and I can see how there would be these two extremes.

For me, I think that either Shadow or Terra are the most elaborated on. Even though Terra really does not seem all too important in the world of ruin, to where as they chose Celes to be the focal point of the early part, I think that her self discovery is one of the most powerful points in the game pertaining to character development. Shadow, however, I am basing solely on the dreams. They were a great isnight into his past. Everytime I play, I make sure to see these.

And, as far as lacking character development time... I would have to chose Strago and Relm. Their story had alot of potential, which was unused.
 
I don't really see Celes as the focal point so much as she's just the first character who's WoR story is elaborated on and thus is one of only three of them (along with Edgar & Setzer) that's a necessary party member by game's end...But, of course, she gets a great scene there, especially on the cliff (saving Cid is B.S. if you ask me...she needs to go through that grief to really experience the WoR along with everyone else & inspire her even more to want to take Kefka down).

I think Terra is incredibly important in the WoR because that's where she truly finds what she's been looking for: Love. The fact that it's perhaps not the usual type of love, it's of the motherly sort, I think makes it all the more powerful. She again represents Hope, the very antithesis of Kefka.

Locke had quite a good chunk of screentime in the game and thus got a lot of good development. His whole relationship with Rachel really explained a lot about who he was and what really motivated him. Not to mention the Phoenix scene was easily one of the saddest moments in FF (/RPG) history.

I would have loved to get more into Setzer's background. We get into some of his carefree attitude when he explains what happened with Daryl & the Falcon, but the Blackjack had a friggin casino in it and we never get to see it in its prime. Surely he used to invite people onto it to gamble or something, right? We only ever saw it empty (just Setzer & like three crewmen)...

Of course, I think some of the draw to some of the characters are their mysterious pasts that aren't gone into in incredible detail...There's something in the not knowing, perhaps...But maybe I'm just looking through rose-colored glasses...*shrugs*
 
I had it mainly focused on Terra I think. I mean you are introduced to her as the very first character in the game, and so many times she's the focal point of the scene whether it deals with her past (mother and father) or her present (when she runs the orphanage).

I think the biggest spotlight moment for Terra was when they went to the World of the Espers and you learned more about who her parents really were and how they fell in love though it was looked down upon by others. One made a sacrifice for the other, and in the end Terra's like was spared and she lived on as a half-human, half-esper.

While it may not be "her" story in the game, the plot sure does shift its views towards her a lot.
 
I agree. Strago and Relm could use a bit more elaboration. I don't think i know much about them from the game itself... (Or perhaps I didn't pay a close enough attention again)

I definitely agree. We vaguely got to know his background, and he was one of my favorites so I was really expecting more. Especially about himself and Daryl.

Anyway. . . I suppose Terra really was focused on the most, which makes sense. Locke and Celes had a fair amount of 'development', I'd say.
I would of loved for the game to go more in depth though, especially with Setzer and Relm.
