As much as I loved The Joker in Dark Knight, Kefka takes the cake for me. He killed villages, destroyed the world, and tortured people with a giant laser, destroying any chances for them to rebuild their civilization. Pretty damn evil. xD
Now, Pennywise....he freaked the ever living crap out of me, until the end of the movie. "Hey! Guess what, kids?! The clown...is actually...a giant spider! And you can kill it with a diamond-earring-slingshot!"
...That kind of killed any 'evilness' Pennywise had. xD
