He was sealed in the stone at the bottom of the lifa tree. And I was almost sure it was Garnet who said it. But from where they were and Garnet's mom was if she would summon it she would have killed her mother and them just because of how big the tidal wave would be is my guess.

Soul's got it right. Garnet only said it wouldn't help since Leviathan's attack is a tidal wave and the Elephant Lady was on a fleet of ships.
