Attire – Robert often wears a rather unique get-up. He wears a sleeveless shirt that covers only the upper portion of his body. The bottom layer is black, while the top layer is orange with yellow trim/He wears orange, fingerless fighter gloves with white wristbands. He wears black shirts that come down below his knees. Covering over these as a pair of short white overalls. These conceal many pockets within which he can hide vials as well as his short swords. The orange bands around the base of his double-covered shorts conceals minthril bands to keep the tips of his swords from poking through the bottom. He wears soft leather black shoes. These shoes have no tread, and instead use the rough padded leather for grip. This lessens the chance to leave discernible footprints. While Robert still has his SOLDIER 2nd Class uniform stashed away, he never wears it.

Armor: Robert wears no armor.

Personality – Robert sports a care-free attitude, and most who have met him after the fall of Shin-Ra consider him to be a good, honest person. He has a soft spot for the homeless and orphaned because of the fact that during his missions, he caused a lot of people to lose their homes and their families, all under the pretenses of 'defending the innocent', aka believing the lies of Shin-Ra. Deep down, he seeks to atone for the deaths he caused while working for Shin-Ra. He is loyal to a fault to those he befriends, but he is still a cunning rogue of a man, taking to the shadows when he needs to track someone down or fight, and he's not above using dirty tricks in battle to come out ahead.

First Impression – Most people who first meet Robert see him as a friendly guy who likes to crack jokes. He can also come off as a bit of a flirt when he sees a woman that strikes his fancy. However, he doesn't seem to ever cross the line with this particular attribute. Some people notice the mako-green eyes, but he will simply attribute it to too much exposure when he worked at the mako reactors in Midgar.

Strength – Robert has the average strength of a SOLDIER, as he was once among their numbers and infused with mako energy. However, his physical strength is slightly less than that of the late Zack Fair.

Vitality – Robert has a basic SOLDIER vitality. He can take more serious hits than normal men, but there are others that were in SOLDIER that could take more punishment

Speed – Robert is a speed demon. Stealth and speed are his specialties, and he can move even faster than Cloud.

Stamina – Robert has the stamina to outlast a great majority of his former peers in SOLDIER. He could take on missions that required skillful and prolonged battles, and can hide out in poor weather conditioned terrain without getting sick.

Reflexes – Robert has lightning fast reflexes. He can react upon an instant of sensing danger. While he has his blind spots, very little escapes his notice, and in battle, he is always moving with precision.

Fighting Style – Robert prefers to fight using speed, stealth and skill instead of brute force. While used primarily as a scout back during his days as a SOLDIER, he was often tasked by Shin-Ra as an assassin should a particular target prove to be elusive. He knows human anatomy well and knows where to strike for the maximum effect, namely the pressure points and arteries. He uses his speed to his advantage, dodging and counter-attacking to make his kills.

Abilities – As a former SOLDEIR assassin and scout, Robert is versed in concocting various types of poisons and antidotes, and often uses this skill to create various venoms which he will lace the edge of his blades with. He spends most of his after war days creating potions and antidotes to sell to the public.

Robert has two known Limit Breaks:

Overdrive: During Overdrive, Robert's speed becomes insane, making multiple hit-n-run attacks that strike at an opponent repeatedly, aiming for the opponent's pressure points to try and render them incapacitated. This limit break requires Robert to be under the effects of Haste and have at least two solid, vertical objects which he can bounce himself back and forth off of. This ability drains 50 out of 100 energy when used and can only be used once every few battles.

Silent Death: Silent Death is a Limit Break which causes Robert to vanish in a plume of smoke and then, like Riddick, appear behind the target and stabs the foe one blade to the neck, one blade at the abdominal aorta (forth lumbar down, left of the spine). This skill can only be used once every few battles and carries a 50% chance of instantly killing the target. Otherwise, this attack deals a large amount of damage instead. This ability drains 50 out of 100 energy when used.

Poison Materia spells:
Bio - This spell envenomates the blood of one target, causing them to lose health over time with a small initial damage. This spell takes 10 out of 100 energy to cast
*Bio2 - Much like Bio, only this spell has a larger range and can inflict the poison status on more than one target and deals moderate initial damage upon casting. This spell consumes 15 out of 100 energy to cast.
*Bio3 - This spell causes heavy poisoning, not only dealing a good amount of damage initially to multiple targets, but also the health drain on those inflicted is greater. This spell consumes 25 out of 100 energy to cast

Seal Materia Spells:
Sleep: This spell has a 50% chance to make an enemy so drowsy that they fall asleep. While a physical attack will wake a target up, damaging spells will not. Target wakes up within 3-5 turns. Spell costs 10 out of 100 energy to cast.
*Silence - This spell has a 50% chance to inflict a condition that prevents the target from being able to cast spells, and lasts until they are cured by an Echo Screen or a curative spell from another being. The spell costs 10 out of 100 energy to cast.

Transform Materia spells:
Mini - This spell has a 50% chance of shrinking a target. This causes the target to do less physical damage and becomes weaker to physical hits. This spell costs 15 out of 100 energy to cast
*Toad - This spell has a 50% chance of turning a target into a frog. In this form, the target is unable to cast spells and can only deal a pathetic amount of damage. They can be easily killed by physical attacks or spells. This spell costs 20 out of 100 energy to cast

Mystify Materia spells:
Confuse - This spell has a 50% chance to mess up an enemy's mind, causing them to attack people and even themselves at random. Ally or foe, they cannot tell the difference. A physical attack will knock them out of this state. This spell costs 10 out of 100 energy to cast
*Berserk - This spell causes the target to only use physical attacks. The rage it puts them in doubles the amount of physical damage they can do. This spell costs 15 out of 100 energy to cast

Time Materia spells:
Haste - This spell causes the target to move at twice their normal speed for 3-5 turns. They can attack more swiftly and dodge more easily. This spell costs 15 out of 100energy to cast.
*Slow - This spell makes a target move in slow motion, making it harder for them to dodge attacks and easier for their attacks to be dodged, due to how much longer those attacks take. Effects last between 3-5 turns. This spell costs 15 out of 100 energy to cast
*Stop - This spell causes the target to be frozen in time. They cannot do anything, and any attack made against them will always succeed. The effect lasts for 3-5 turns. This spell costs 25 out of 100 energy to cast

Destruct Materia spells:
DeBarrier - This spell will shatter a Barrier protection spell. This spell costs 10 out of 100 energy to use.
*DeShell - This spell will shatter a Shell protection spell. This spell costs 10 out of 100 energy to cast.
*Death - This spell has a 25% chance to instantly slay a target. This spell costs 20 out of 100 energy to cast.

Other Skills – Robert is a highly skilled scout and assassin. While he no longer wishes to use his skills for war, he is more than capable of using them in battle if he needs to defend people or if he is hunting down the remnants of Shin-Ra's corrupt leaders. Robert is also competent in Alchemy, which he can use to create potions, antidotes and poisons.

History – Robert was born and raised in lower Midgar, Sector 5 Slums. His family was far from wealthy, often struggling to make ends meet. Robert did his best, even as a child, to help his parents. One day he fell in with the wrong crowd. Desperate for money to buy food, he was taught by the leader of the Black Thorn gang how to steal. Despite how his parents raised him to be an honest boy, Robert proved himself to be quite a skilled pickpocket. However, this newly acquired skill became essential after his parents died of disease.

One day, Robert had an encounter of fate so to speak, when he tried to pickpocket an undercover SOLDIER operative named Genesis. Normally, anyone caught stealing from a SOLDIER was thrown in jail or even put to death, but the SOLDIER 1st class saw the boy had talent, enough so that the initial attempt wasn't noticed by Genesis until the last moment. Upon hearing the boy's story, he decided to bring the boy to HQ and have him put through the military training program.

Robert trained and specialized in stealth and undercover missions. While never terribly powerful, his speed, accuracy and cunning were the best among all the other trainees. At the age of 18, he was put into the SOLDIER program and infused with mako energy. He did not receive the Jenova cells as some other SOLDIERs did because they did not feel he was a worthy candidate for that step of the experiment.

Robert was often sent on scouting missions, and proved his worth by killing off key enemy leaders without leaving any evidence of his presence. He was lead to believe that Shin-Ra was a force that protected the innocent from terrorists. But once SOLDIERs began defecting after the war with the Wutai nation, Robert began questioning Shin-Ra's motives. He had taken many lives during the war under the belief that the Wutai people were terrorists, yet looking at all the people that suffered in lower Midgar and the actions of Wutai, a lot of things didn't seem to add up. And when the plate over Sector 5 was blown up and he discovered the one responsible for the event was President Shin-Ra himself, Robert himself defected.

After the events of Meteor and Sephiroth, Robert made his life anew. Since no one who knew who he was were alive anymore, or at least to his knowledge, he never made it public information about his involvement with Shin-Ra corporation. Instead he set up shop as a potion and antidote merchant out at Cosmo Canyon. It was a decent enough living and a good way to put his former skills to a better use.

This approval will be just be for the FF7 RP, or any subsequent FF7 RPs. If you want to use him in any others, just let me know, and I'll start the process for getting him ready for that.

What are the requirements to activate these abilities? How much energy do they drain respectively, if applicable?

Detail the ability/effects of each spell, including their respective energy drains.
 
I made the requested edits. I'm using a 100 energy scale to describe how much of a drain the spells/limit breaks put on him.
