No accusation. In some pictures, she just looked like she was ten years old, and it creeped me out a little. For some reason, that's some sort of fad I've noticed, and it's...not a good thing. I think she looks a lot better in the pictures where she actually looks her age, like the one you just posted.

The really cutesy looking pics yeah I know the ones you mean and they are very common in the east not just Japan.
Hwang Mi Hee is Korean for example, odd thing is she is not that popular in Korea. No idea why she isn't though.
