Why?
How come when you run into a monster battle on Mandalian Plains [or something like that] the monsters seem to increase in level every time you fight them?
Is this to match what level your characters are at or just to make it challenging? Or both?

Not really as simple as just "getting stronger". You have to fight more difficult enemies, (At LEAST the Chocobo Army at Finath River.) so you have to set up different varieties of classes and skills and see what works against what. If you fight someone stronger than you, you can't fight it head-on.
