how do you get judgemaster cid
is cid really a playable character or just a rumor? I have beaten every mission on the game (and replayed it 5 times) but still no judgemaster
can someon please tell me what im missing

YOu've beaten all 300 missions? If so, head to Bervenia Palace (spelling?) and a cutscene should happen. This will begin the Judge Missions. Beat all the Judge Missions and you'll have Cid on your team.

Just to tell you though, Cid is not all that great. he's not too strong. his only usefulness is that he has abilities to help you get around the laws. He either freezes the judge allowing you to breack laws for a couple turns, or gets rid of a yellow card on a character, or he gives or takes JP.
