The song is simple, but the meaning it has it's completely deep and can for those who know the true meaning of those words can be really romantic. I love the song not because it is one of the theme songs of a FF game, I love this song because it calms my soul and makes me forget about problems.
Also because Julia (the singer and Rinoa's mother, General Careway's wife and Laguna's long lost love) looked exactly to someone I love, and was wearing the same dress.....she looked magnificently beautiful.

The Real life meaning or the meaning in the game?
I saw somewhere long ago that the true meaning was to unveil the hopes of a night club singers romance for a member of her audience.
In the game Julia plays the piano version of the song during the dream sequence with Laguna and Co. So, I think it had mostly to do with the short romance between Julia and Laguna. I could be wrong though, since I haven't played this one in a while.

Yes I do, or at least for me it has much meaning and I will post the song here to be able to explain it more easily.

Oh, did you ever know? That I had mine on you
Darling, so there you are With that look on your face As if you're never hurt As if you're never down Shall I be the one for you Who pinches you softly but sure If frown is shown then I will know that you are no dreamer
So let me come to you Close as I wanted to be Close enough for me To feel your heart beating fast And stay there as I whisper
How I loved your peaceful eyes on me Did you ever know That I had mine on you
Darling, so share with me Your love if you have enough Your tears if your're holding back Or pain if that's what it is How can I let you know I'm more than the dress and the voice Just reach me out then You will know that you're not dreaming

ln the game, the explaination is that the song was inspired in Laguna when Julia wrote it. Do you remember the time in which tey had that conversation in the room and she talked about Laguna's eyes?
You see here that much of the song is like a narration of Julia's forbidden love, the soldier that left to war and never came back. Quite sad....
In fact Julia is narrating the whole event when she met Laguna at the Galbadia Hotel, her feelings and how she loved Laguna so much..and how much nervous Laguna was
For me it means much the same since I lovely called the girl I love (she knows about FFVIII too ) "Julia" and she called me Laguna for my eyes and also because I get extremely nervous when she's nearby, which makes her smile
The song has a deeper meaning though, it represents all those who think and believe that "True Love" and "Love at first sight" exists. I have my doubts, whether if I do believe in true love or not, I am sure of one thing; love has struck my heart quite deeply.
It's much more than just words, it is how Julia expresses her love through the song. Eeach time she got on that stage and sang, whether if Laguna was there or not, her heart flew away and was always with him.
"Whenever I sang my song, on the stage on my own....Whenever I said my words...wishing they would be heard...."
In here we see clearly that she kept singing that song even though Laguna was not near her due to the series of events he...well...he got in problems because of his....erm....umm...well....bad ..I mean horrible decisions....XD
Nevertheless, Julia never actually cared, she only kept singing that song wishing for Laguna to listen to it, at least once.

I think most people on here have given more than enough explanation on themes of the song, so I don't think I need to add to it. However, I was very indifferent to the song until recently, when I got the Voices: Music from Final Fantasy DVD. That version is simply stunning, and has bumped the song (for me, at least) from forgettable to amazing.
