Yes, you can add enchantments to anything, as long as it has the required enchantment points to add the enchantment.

Ok where do you find the required enchantment points? Cause im thinking of getting someone to add enchantments to my armour now.

Ok so if its low then you cant enchant your weapon?

Well if the enchantment requires 30 and the weapon only has 20, you cannot add enchantment. But I believe all of Quark's stuff has enough enchantment points.

ok also, im not trying to whine or anything but its just a question, any chance you can increase the max weight up alittle higher because its becoming hard for me to equip me stuff... right now i got a really crappy helm on but i got a really good one but it exceeds my weight by over 200.

To increase your max weight, you need more STR.
