yeah ditto to that. i mean when you think of it the event is a major turning point of the organisation as far the top end of town in the military is concerned and it really set the precendence for the the storyline in the main game

that might be the case, he and sephiroth were the only two people that were alive that were in fist class soldier so that is possible that it was the last time they looked to shinra for orders or help
