It's hard to debate on this, because ALL games follow a story and are therefore linear. However, I do believe that you don't have a lot of freedom when playing, it's mainly straightforward. There was not a lot of exploration required to attain 100%

Yea I think it was less linear than the first game but the fact that you're always on a mission like in between missions you're looking for you're next mission... I don't like that It's kinda dumb I think
