I never found Timeless River to be more effective than the place where you fight Roxas. You have to keep moving around, area to area in Timeless River, whereas in TWTNW, you'll fight around 90 Heartless in 1 area.

The place that I did my leveling up was where the shadows came out rampantly in The World that never was, at your level. That or the place where all the flying heartless things in Mulan's world. Sorry I am not being very specific, I have not played in a while, nor do I have the book in hand. But that is what I did. Let me know if you are trying to level up your forms. I can give you that info too!!!

im on level 42 or 43 n i need help again on defeating xigbar ive tried twice but he keeps killin me!!! help its really frustartin !! thanxs for before though xx

Your best bet here is to use Guard and Reflect. As long as you time your Guards correctly, his laser attacks should not trouble you. As for the big laser blasts..use the reaction command. It won't do sufficient damage, but you won't take damage. Just keep nipping in a combo whenever he reloads. It's just a case of block, attack, block etc.
