Yeah, Kurt Wimmer is set to do it...I'm to happy about that. Equilibrium had a cult status but I personally don't care to much for the movie. Besides, he also did Ultraviolet...which...well sucked horribly. With his resume I can almost guarante he will go the Twin Snake's rout and try to make the movie like Ultraviolet and Equilibrium, meaning "Matrix esque" scenes, where Snake jumps on top of missles and dodges bullets and so on.
Only thing I can see coming out of him is the fact that he is really good friends with Christian Bale and they've worked together. Meaning he has a chance at picking him. But then again with Bale working on the new Terminator trilagy I don't know if he'd go for a video game movie.
Person I wouldn't mind seeing play Snake is Karl Urban.

I haven't played Twin Snakes myself but I know of the traits Solid Snake is given in it, as you mentioned he jumps on missiles sent in his direction and dodges bullets and Gray Fox's blade. It all sounds very anime. Fitting seeing as in the original MGS, Otacon announced that Solid Snake defeating Gray Fox was "Just like" a Japanese anime.

MGS: Philanthropy is officially postponed to winter '08. Until the very last minute we'd hoped we could have kept true to our promise of a summer release. Despite our best efforts though, we just couldn't find the location for the last, vital scene of the film in time. This scene was originally scheduled to be shot last February, but the location we were planning to use was demolished before the expected date. Since then, we have been trying to secure two other locations, but both of them ended up in a series of issues and further delays.
The rest of the film has been almost entirely post-produced. Alas, it cannot be shown yet, as this last all-out action sequence is a fundamental part of the film, one we just can't do without. We sincerely apologise for not having informed you about the delay any sooner. We wanted to make sure we knew how much longer was needed first, but because of the precarious nature of the situation, we unfortunately had to proceed with due caution.
This was put up on the official website less than a week ago. I only just saw it now. Looks like they're set for a October/November release. With all the fuss they seem to be making about the final scene it had better be worthwhile.
