It could just be a bug within my usergroup, but why -exactly- has my ability to give everyone other than myself a usernote been revoked?

Ahhh, probably because you got bumped up to Veteran Member recently and the usergroup when it was set up, wasn't double checked for permissions on the simple things. I'll check it out for you Mort.

EDIT: Yeah, he hadn't double checked everything it seems. Let me know if it's working for you now, man.
