Setsuken has to manually change the colors of our usertitles, and if it was available to everyone, other than staff members and RP mentors, it would take waaaay too much time to change everyones usertitle.

Ahh, so it's like that. 
I could swear on my left testicle that, when I was setting up an IF board, members could change their own usertitle colours and styles by just entering the codes into the appropriate box in the UCP. The only problem was the number of characters but I just extended the limit to compensate.
Doesn't vBulletin allow similar actions?

There is still the character limit AND the fact that setsuken has to manually put in the code for any colored usertitles seeing as you can't via the User CP. I too had that hack on a IF forum, although had lotsa problems with the character limits and whatnot.
Also, allowing members to put it in themselves could cause trouble for those with good knowledge of html who could try to put in a nasty piece of code and fuxxor with stuff.
Plain and simple, Staff and Rp mentors only.
As for adding more hacks to the forum, last i remember, there are already waaaaay to many installed on the forum as it is and something like a UCP usertitle hack could only make things worse or conflict with current hacks installed.
