It's based on usage, I believe. The more you use a limit break, the faster it can upgrade. At least I think so from experience...

That's because he has one limit per level, so naturally, his limit will upgrade slower than the others.
Hmm, and I believe when it comes to level 2 and level 3 limit breaks, that actually depends on how many enemies a character has defeated. So it has to be a certain number, usually 80 {level 2} (according to FFShrine) except for Vincent.

This applies for all the characters with normal limit breaks. I'll use Aerith as an example (since she's the only one who's limits i can remember all the names of right now xD)
Level one
White Wind - characters comes with it.
Seal Evil - use White Wind 8 times to unlock
Level 2
Breath of the earth - learn both level one limit breaks and kill 80 enemies.
Fury brand - use Breath of the earth 8 times.
Level 3
Planet Protector - kill another 18 enemies after obtaining both level two limits.
Pulse of life - use the first level 3 limit 8 times.
Level 4
Great Gospel - must have aqquired all other limit breaks for the character, and use the item that teaches them the final limit break.
Vincent, who only has one for each level, I trhink works the same way - kill 80 enemies to unlock the next level =]

I find using Hyper on your characters helps get them up faster aswel - I used to stock up on them and use my limits like they were going out of fashion
