Go to Trabia, Bika Snowfields, Islands Closest to Heaven and Hell...Blue Dragons drop usually drop them.

The Blue dragons are really most common amongst the area around Trabia. They're a pain in the ass to fight, so I would reccomend that you cast Meltdown on it and use Aura magicks if you want the battles to end quickly without much difficulty.
But most of the time they drop Fury Fragments, which you can mug them for. It'll take a while to get those damn Dragon Fangs man. I'm going to assume that you're trying to get Squall's Lionheart. If you need pulse ammo, go to Esthar. Speak to a man that says "heheheheeeee" and it will turn into a... I forget what it's called. But they almost ALWAYS drop energy crystals, which can be refined into Pulse Ammo. And if you can keep up with them and defeat them, they give good EXP.
