Deep Sea Research Centre
I have just arrived there and it seems like the encounter rate there is insane
Anyway, as a result by the time I race the Boss in the centre I end up being too weak to win the battle, any advice on an easy win / avoiding the random encounters.

I never even noticed that blinking light thing, i just had to deal with the encounters. Use lots of healing items so when you get to the end you have full HP rather than curing spells, also try to avoid using the magic you have attached to your stats. It's been a while since i played i forget the proper terms lol

Quistis' degenerator helps alot with the Ruby Dragons, but if you don't feel like being lazy, just assign one character with healing duties and hack away, checking the hp with scan and when they run low make sure you have everyone heal - and also as said above don't move when the light is on blue - that can get annoying really quick
