You also need to capture everything in the Gagazet cave. This includes the water fiends.

I heard that Gagazet and Zanarkand are somehow connected, which means I have to catch the fiends there too. You know, when I went to the Monster Arena and I wanted to fight Zanarkand fiends I couldn't find any. When I looked at Gagazet section there was one fiend that I have cought. So, I have to catch the Zanarkand ones too?
As Saix says, you will need to get your Wakka, Rikku & Tidus in the water to capture the fish fiends.
Also, yeah, afew of them can also be found at Zanarkand (Behemoth & Dark Flan are the only specific ones i can think of)
I think however, Zanarkand doesn't have it's own set of fiends which is why you can't capture any for that area. All the fiends you come across there appear in other areas of the game
