Marking against Sephiroth or any character for that matter which happens to have a fanbase is kinda lame.
Sephiroth for my money is one of the most intimidating villains from any FF - purely from the way story sets him up
. The Shinra Building executive levels smeared with blood? President Shinra with a masamune in his back? The freaking Midgar Zolom impaled on a spike? I was packing myself at that point. Not to mention the layers behind the character, but I digress...
Anyway
Main characters that suck from a story point of view:
Squall
Rinoa
Selphie
Penelo (as much as I loved FF12)
Quina
Villains and side characters that suck:
Cid (FF8)
Ultimecia
Characters that suck from a battle point of view:
Cait Sith (uhh)
Rinoa (just a weak ranged fighter with weird limits)
Gau
Kimahri (I don't know why, he just ended up being pretty weak on my playthrough)
Quina
I guess Blue Mage characters just aren't my thing. :p

ehh, my least favourite character has tobe Bartz from FF5. He had no personality what-so-ever.
Another would have to be Brother from FF10-2. Good lord, my kind of sicko is in love with their cousin, ewwww

Hey, you can like and dislike whoever you want for whatever reason you want - I don't think I said you couldn't. It's just that I've heard that argument so many times before and it's pretty played out. I think it helps to have more conclusive reasoning in a debate, but that's just me. :]

I'd have to agree with the AC gang. Loz, Yazoo and ... Jerry, they all had little to no story to them at all. There was never any explanation of exactly where they came from or what was motivating them - personally I was just left guessing/fanwanking about what their deal was, but maybe I missed something.

yeah, I know, only two quotes, but I can't be assed turning over the page.
Anywho, another character I want to add is Weiss from FF7: DoC. He had to be the worst villian ever. We barely heard from him before his epic fight. And, on top of that, he just never died, the fool
