Yes, I really do not understand why everyone considers FFXII to be the most mature game. I mean my history class is all about politics, does that make the class mature?
I think the creators forgot that they were making a video game and not some politically motivated big budged movie...
Well as for the main series, I'd have to say that VI is the most mature, for reasons that have already been stated.

It's a deeper story than your average, bad guy burns his town down sorta story. It involves a political setting and schemes which affect those involved in both legislative and judiciary branches. Then on top of that you have 'gods' controlling certain beings and having control through the Sun Cryst.
It may not be everyone's favorite kind of story, but it was somewhat more mature in others that if you are under a certain age or haven't learned much about government yet in life, than confusion will be present.

The judges aren't part of the judiciary system. They are part of the army, high ranking soldiers if you like. But really they are the elite soldiers or relatives of someone important. They are the house of Solidor's private army.
