Character Development
Which character in all of Final Fantasy had the best character development? You may not like Squall but you may still may be your opinion that there was much more time placed in developing his character than any other's in the series. Which character CAN you know the most about because that character has more interesting points to their character than anyone else?
Also, which character has the least amount of character development? Who was the most stale and unoriginal character? The character that if you knew everything about them would be two or three facts at the mosts.

The most developed character....ill get back to you on that.
But as for least developed, Penelo - what do we know about her?
She's 17 years old.
She's an orphan who works for Migelo.
She like Vaan
Thats about it =/ and she only speaks like...3 times during the whole game, until the ending when she narrates it all ><
As much as a like her, Penelo is just...there

Alot of XII was under-developed as far as characters go.
For most Developed I would actually say Tidus. He grew alot within X.

Quina is pretty under developed ...
We don't know its gender
It eats frogs and wants to learn more about food
Is part of the tribe Vivi's Grandfather is from
... anything else?
Garnet was very developed. She changed a lot throughout the game.

Terra from VI I think is the most developed. She really grows through the story of VI. When you first get control of her with out the slave crown on, she's scared because she has no idea what the hell is going on and can't remember anything about her past. She meets Locke and in some ways attached herself to him. We get to see her become more confident in the WOB and she agrees to help the Returners. Then there's the part where she remembers who she is and she again struggles with herself. Story continues and we find out that she wants to find love.
World ends and we find her with the orphans and two other adults. She struggles again as she can't understand the feeling she has around the kids and loses her will to fight. So the party leaves her and when they check up on her the monster returns and when Terra sees that the children are in trouble again she's able to fight and realizes that she's found love in taking care of the children and wants to protect them from Kefka so she rejoins the party.
End of the game she knows that there's a possibility that she could disappear after defeating Kefka but she still goes in to fight him. When you get to Kefka she's the one standing up to him. A big difference from the begining of the game when she was scared and confused. She is no longer relying on Locke either.
And if you've played VI you know the rest of the story.
Least developed character. Probably Penelo. She was kind of just there and seemed to only be there because they needed a sixth character. The only reason I like her is because she has no point to the story. XD

terra from final fantasy VI really is the most developed character
she grows a lot throughout the course of the game
most underdeveloped=penelo
she is just BORING

I think the most developed character in the games that I've played is Cecil from FFIV. His transformation from being a Dark Knight who's confused about his king's orders at the beginning of the game to becoming a confident Paladin at the ending has be one of the most dramatic changes in FF history. Another possible choice for the most developed character is Terra from FFVI. I don't think I've even played halfway through the game yet, but she's already shown a pretty big transformation from the confused damsel in distress that she was in the beginning of the game.
As for the least developed character...hmm...I'm tempted to say any of the characters from FFV, but while they're mostly stale and unoriginal, they're all fairly well developed. To tell you the truth, in the three FF games I've played so far, I haven't really discovered any characters that I thought were underdeveloped.

I'd say Squall and Cecil are the most developed. Both have pretty clear childhood backgrounds and both go through life-changing transformations that don't happen overnight.
As it goes, I'd say that the other characters in the respective games (FFVIII and FFIV) were some of the least satisfactorily developed, at the very least in a comparative sense.
It seemed really incongruous to see Squall evolve, while hardly doing much to change Zell and Irvine. Quistis develops in her ability to self-evaluate and Selphie's minimal development can be tracked in her website updates (seen on the control panel in the classroom). However, Zell and Irvine are virtually unchanged.
In FFIV, much attention is lavished on Cecil, but Rosa doesn't really develop much - she officially joins the party by fainting in the desert in an attempt to find Cecil, and her last major moment is her decision to stay with Cecil. While the other minor party members (like the Lunarian guy and Tellah) are fine remaining undeveloped, Rosa as a a major character ought to have been further grown.

I think Cloud was the most developed because everything we needed and wanted to know about him was there.His childhood,what REALLY happened in Nibelheim,and who he really was.After alot of things,Cloud began to change from that SOLDIER attitude to just being...Cloud,The one we all know and love.

Penelo is not under-developed that much. Maybe she isnt the most Developed Character in the universe but she's not the most under-developed. In a game like FFXII war is the main Issue, there wasn't time to do Sidequests explaining a character's past. Penelo lived an ordinary life until the war started and her Family was killed. Her and Vaan were orphans and Migelo took them in. They lived normally in Rabanastre until the game started. There isn't much about her to Develop. Though I must say through out the game she learned to Trust Vaan and not boss him around so much.
