How much effort do you exactly want?

I like Garnet the most because while she is extremely sexy, it's not in a cheap fanservice way. She has a more majestic beauty to her with her dress she sometimes wears and her long hairstyle. (didn't like the haircut)

And erm, I'd have to say either Aeris or Rinoa. Aeris is just so pretty with her big green eyes and her hair and also she's wearing pink which also wins
Rinoa is just cute right the way through from her her, smile and that fabbo outfit with wings

I found the side characters to be much more attractive than the lead women.

But, if I had to choose.
....I'd choose Lightning. ;D
We may not have gotten FFXIII yet, but she is extremely good looking.
