i only have 2 so far
Ashe - Belias
Fran - Mateus
Balthier - Cuchulain
Penelo - Ultima
Basch - Adremmelech

And really- Ultima on Penelo!?
Don't waste such a good Esper on someone so lame...
Put her on someone cool like Balthier or on Vaan himself...
Put Exodus or someone on Penelo
And who has Vaan got?
Mine has the three Z's: Zeromus, Zalera and Zodiark

I don't bother thinking about it, I never use Espers and it doesn't matter who really has them. I do tend to give Balthier Belias and Famfrit because it goes well with the story line but otherwise it's just a 'whoever doesn't have one yet' kinda jobbie.

Unless he actually uses Balthier and Vaan, that's a ridiculous notion. We'll address the issue of Vaan being cool in an alternative thread.
I generally tried to spread out the ranks between each of my three characters in this most recent save [I'm playing through it again myself]. I've obtained all of the Espers, excluding Ultima and Zodiark [which I intend to remedy] and there's no set pattern between them, to be honest. Whichever Esper that I acquired first was given to the first person on the licence grid with sufficient licence points to expend. I've roughly managed to get each character with a level one, two and three Esper.
EDIT:
Dragon Mage. I rarely use Espers myself but I know for a fact that they're not useless. Between alternating elemental strengths and massive support/damage, those Espers can hit pretty hard. All you have to do is keep it alive.

Meh, I rarely ever used the Espers. Pshhh. No help, IMO.
Urmm...I assigned them to my main party members, actually. All of them have a level 1,2, and 3 esper equip. =)

Plotwise I'd give Belias to Ashe and Framfrit to Balthier, but I'm with Hayate really, espers are too rubbish to be of any use.
