I'm not sure that there was a special connection between Vaan and the other two, only a lucky random chance encounter between a Street Urchin and a Princess.
From what I remember of it, I don't think Vaan or Rossler had any special connection to the Nethicite. Ashe's special connection was through the Occuria manipulating her with the power of Nethicite and constantly seeing her dead husbands apparition leading her down the wrong path. The Occuria have always controlled the kings and leaders of Ivalace through the power of the Neticite with mankind's inherit greed for power, so if they weren't happy with the current political structure they would in-sue war between the nations and make sure that the nation or kingdom they wanted in power would win. Again, in this case, through the use of the Nethicite and manipulating Ashe through an apparition of Rossler.

Actually, it's only in the beginning that Vaan sees Rossler apparition. I'm almost sure that this was part of the Occuria's manipulation as well, if Vaan can see him, then there would be no doubt in Ashe's mind that she is seeing the apparition of her husband and she would be more likely to follow the path he's setting her on in the game.

Again, In my opinion, it was to help aid in the whole Occuria manipulation explained above, remember the conversation between Ashe and Vaan on the bridge that night after she saw Rossler's apparition.
Vaan:
You saw him, didn’t you. Like at the King’s Tomb.
Ashe:
So you DID see him, too. But why?
Again, with Vaan also being able to see Rossler in the beginning, I think Ashe more likely to believe that it truly is her husband and that she's not going crazy. Lol...
