I have heard a fair amount about this, and plan on getting it as soon as I can afford a Japanese PS2...
Yes, there are four different license boards, each of which corresponds to a different job, and the choices are: knight, monk, time mage, breaker, archer, black mage, samurai and thief. Once a license board is chosen for a character, that character MUST keep that license board.
Quickenings and espers no longer use up MP, but they rather use up a "quickening bar" which fills when attacking or being attacked (save crystals also fully fill up the bar)
There are two "New Game +" options:
Hard mode - all characters are at levels 1, 2, 2, 3, 3, and 3. And there are no EXP.
Easy mode - Characters begin at level 90
Chests respawn after moving one screen away (yay!)
A lot of magicks and technicks are now in treasure pots instead of in stores.
Trial mode - Series of 100 battles (available from title screen?)
Guests and espers are now directly controllable (even Espers' finishing moves). This is probably where the Larsa myth came from.
L1 speeds up game significantly while wandering around.
All gambits available after Barheim passage in story mode.
And there are plenty of other changes ranging form additional gambits to item/weapon changes and additions.
I think/hope that I hit all the major changes though.
