Seymour's mother became a Fayth, but not the Fayth. Considering the major factor of him being a mere child at the time of her death (she was dying, and wished to use her soul to give her son the power to be independent), it's pretty much impossible that he'd have obtained all the Aeons with such a fragile body and state of mind. She became your average Fayth. The fact she has a statue to reside in also backs this up.
Penance, most speculate, is far too small to have ever been Sin. Though we don't actually know what Sin looked like in previous decades, we could assume the vicinity of Sin would be... well, more spacious than what Penance offers. Honestly, I think he's more of an FFX's Necron than anything else. That, and he's got a very machina-like appearance.
I'd assume that should Sin change its appearance every time it's reborn, it'd be a result of the Aeon Yu Yevon manipulated in order to re-create it. As such, would it not bear some sort of... physical characteristic or resemblance to the Fayth from which it was born? From all observation, it looks nothing like Jecht or the Final Aeon which he becomes. Leading me to believe it's a recurring appearance which Yu Yevon sticks to, as it's sufficiently intimidating enough to serve its original purpose ever-long. There's no real point to be served in changing the appearance really.

i dont think it does change appearence im pretty sure all the final aeons look different but im sure that the sin that attacked zanarkand 1000 years before FFX had the same body im sure that penance is a sinspawn that remains from the sin that was killed at the bottom of that gorge...

No the Aeons don't keep there. When sin is killed and the calm ensues the Aeons return to their Fayth.

i think tht sins body doesnt change relli its made to look all powerfull and big then when jeact fights it looks impossible untill its is found it is easy to do if you have the right team to beat the boss with

I personally think the appearance changes since with each new final aeon Sin gains a new layer. So it doesn't seem like it would be the same everytime.

Someone who's unsend becomes a fiend but the most are all different maybe how stronger you are how stronger you become as fiend...then very strong summoners become very strong Sin's??

Hmm good theorycraft here. I don't have any great answer, but I would think it would work like other summons. Yuna's Bahamut looks like the same Bahamut others summoners call forth. While they can change their attributes etc, the appearance stays the same.
