Yes, however when it comes to video games, you would naturally expect a "proper" sequel to continue with the same style of gameplay, etc. such as Kingdom Hearts which uses the same battle and level up system.
Almost all other games of a "series" use the same gameplay style too, such as the "...of Mana" Games, Grandia, Mario, Sonic the Hedgehog...
Even Zelda has a specific gameplay & battle style, the only exception being Zelda II which Nintendo must have realised was a mistake, hence returning to the style that we all know and love now.
While the Final Fantasy games have lots of things in common, FFX-2 shouldn't be considered a "proper" sequel to FFX because it doesn't use the same battle/level up system as FFX, only the storyline...
Similar to the films
"The Wizard of Oz" and
"Return to Oz" - while technically a sequel, it was a completely seperate movie with no real connection to the first one apart from the storyline.
