Seifer's Parents?
I have no idea. I never thought about it. Are there any clues in-game like with Laguna and Squall?

Nah, I don't think so. All we know is that he was in the orphanage along with Squall and the rest. We don't even know who their parents were, except Squall and Rinoa. There's no hints about Edea or Cid being Seifer's parents...

the only reason I thought they may have been was because Cid has his card but then, Im sure it would of been metioned if they were so..... I dunno

The Cards mean nothing, really. They just tried to give the Cards to whomever the character was most closely related. There's no one else who could give you Seifer's Card.
Orphan = no parents.

We know that Laguna and Raine were his parents.
Perhaps I phrased the last statement too vaguely but, for whatever reason, Seifer's parents are not part of his life and there's absolutely no indication for the answer to go in another direction.
Also, I said Orphan = no parents, not children in the Orphanage. Squall has and now knows his parents and is therefore not an orphan, whereas Seifer (to our knowledge) has never known his parents and they were never in his life, so he's an orphan.
Recall: Laguna asked Matron to look after Squall while he was away and inteded to return.
Further, Cid and Matron would have made some indication in the game, surely.

Remember Cid and Edea run the orphanage, and they wouldnt treat him any differently from any of the other orphans.
Cid has seifer's card, and Seifer does go off with Edea
but thats all i can think of as evidence for that, seifer was probably orphaned by one of the many galabadian wars.
