Well, we know what SE have announced as being Jenova's and Sephiroth's unique characteristics in the game: Jenova ability to alter something's physical appearance, and Sephiroth's strong will.
We don't know whether Sephiroth obtained such strong will-power after his descent into the lifestream, or whether it was innate... however it seems evident that Sephiroth manipulating Jenova's power for his own benefit. It is also unknown whether they were direct affiliates; it only strikes me as a 'used or be used' situation for Sephiroth.
I don't know the specifics of what SE have announced, but it seems there's good reason for the argument to go both ways.
