It's probably just poor translation. Keep in mind this game came out 10 years ago, so I think that's all it really is. Tifa just didn't know who the people were in the black capes and she probably didn't know what they were either. It was very early on in the game when she said that. They just sort of chose the wrong words on her behalf, I expect.
