Satan used to be an Angel, he fell and lost one wing so basically a One Winged Angel is an evil one, therefor Sephiroth would easily fit the title of One Winged Angel.

the only reason they called it "Advent: One-Winged Angel" in Advent Children is because he had one zombie wing in the final batrtle in the game.
hint that they call it "Advent" OWA. Advent means "about to come"
so maybe if Sephiroth DID Win. he would rule has the One-Winged Angel he was in game.

The title of One Winged Angel began as just the name of the final boss fight music. With the wing that replaced Sephiroth's right arm.
It became a popular reference for Sephiroth so Square fleshed it out making the KH Sephiroth have a single wing on his shoulder then gave the AC Sephiroth one as well.
It is something that evolved after the first game was released, it started as nothing but a part of Sephiroth's fallen angel symbology but has evolved to take a place in his character and a larger part in the FFVII universe where others have developed wings.

Well, I am sure that there are many different theories. Mine is that the game writers probably thought that it sounded evil and spooky, and thus molded a final boss around it.
Perhaps not, but it would explain why they forgot to include difficulty in the programming for Safer-Sephiroth.
