If you look at the character formula, they're all quite similar.
The Tifa formula: strong female character, who is either loveless, or lost a loved one, and is a bit angsty as a result.
Tifa, though she hid her feelings well, was quite an angsty character when it came to the end of FFVII, and rightfully so.
Quistis, as much as I love her, followed the same exact rules. She loved Squall, but lost him, and tossed it up to 'sisterly love.' She was a very strong character throughout the game, and didn't allow her personal feelings to sway her. [Except for apologizing to Rinoa. /)_-]
Freya, during the entirety of the game, was searching for Sir Iron-Tail Fratley. She finds him, and he doesn't remember her at all. As a result, Freya was rather shattered. But, she still continues onward, and is happy to know he's alive, even if he doesn't remember her. Again, she was the 'serious, yet strong' female character.
Lulu, again, lost a loved one. She loved Wakka's younger brother Chappu, and had mentioned her loss a few times within the game. She, too, followed the 'serious, yet strong' personality.
And Ashe, was just like the others. Her husband was murdered, and she was in love with him as well. She was a strong character, but seemed to get easily shot down at times. Eitherway, she still pushed onward, even though she was haunted by Prince Rasler.
As for Tifa, her chest has been a bit of a staple among FF7 fans, primarily since most Final Fantasy fans are male. Of course, there's a fair amount of female fans, but not as many. If Tifa was a real person, she wouldn't have that chest, to be perfectly honest, unless she had incredible genes. Tifa is an incredibly athletic girl, and I've never met someone who was athletic all of their life, that had a large chest, unless they were implants. Not to mention, Square went a bit overboard when it came to Tifa in FF7. Whenever Tifa was in an FMV, her chest was moving. Square intended on Tifa being a fanservice character, just as they turned Yuna, Rikku, and Paine into fanservice characters in X-2. Though, in Tifa's defense, her new attire really did help to tone down her build, so fans [like myself] could take her more seriously.
As for Rufus, he's my favorite FF7 character, but I understand why he isn't on the Top 10 list, and why I couldn't put him on mine. Rufus isn't a very popular character. The amount of fans for Reno, far outweigh Rufus. Rufus is a great character, because he can be sinister at times, yet secretly good other times. Eitherway, his fanbase is still rather limited.
