Aw, I think you're being a bit too hard on ol' Setzer. I don't really think he ever came across as being a womanizer to that degree, just a bit flirty. He's dating around, that's all. I don't think that Celes was anything special to him, but we don't really see him interact with other women terribly often. However, I agree with you on the subject of Terra. She seems like more of a loner when it comes to romance. Either that or she's just not ready for a relationship, which seems pretty likely considering she only recently got finished being brainwashed.

I voted Setzer...but I dont' agree with either really.

Locke is definitely out of the picture. He's a thief who lost the love of his life in an accident and he's the kinda guy who's not gonna let Rachel go that easily. The woman who holds the keys to his heart is teh girl who he's trying to revive the whole game and he won't let it rest until he talks to her one more time. His un-easiness in his heart prompts him to bring her back even if it seems like an impossible task.

Sure Locke is there for Celes in times of trouble since the world is nearing an end, but I don't think he's got a love interest for her at all.

If you completed the locke side-quest in the world of ruin, you would see the cut scene in which he finally lets go of rachel. Later, he does hook up with Celes.
