They're actually pretty similar situations, both of them are rebels with tiny weapons who are reminded of their ex-girlfriends who encountered Celes in a submissive situation (in chains, singing about a man like a diva) and are then impressed by her strong mind and will and combat abilities.
It's actually very similar to the Locke/Terra/Edgar triangle. Edgar is like Setzer in that they're both gallant long-haired well-dressed rich guys with mobile fortresses, mechanical weapons and a small army at their command.
The thing is, with the Celes issue, I'm not sure she should end up with either one of them. I think Gogo is secretly Setzer's girlfriend with amnesia, and Locke still pines for Rachel who died. She's gotta come back!
Plus you can't help but think Locke might have something going with Terra. I think mainly the reason that went nowhere is because Terra had such an alien sort of attitude and he probably felt like he'd be taking advantage of her or something, whereas Edgar doesn't seem to be worried about that when he flirts. Although I think they both take a bit of a big brother role.

Yeah, actually I never thought of Celes and Setzer, until this poll. I didn't see any evidence in the game that was outright, unlike with Celes and Locke, although I hear that if you don't get Locke in WoR, Celes and Setzer have a cheesy moment together.
Locke does show a lot of affection for Rachel, but the obvious message is for him to move on. Unfortunately, there were way too many characters, so the creators wouldn't be able to only focus on a few.
I didn't really see much in the line of LockexTerra either, except in the very beginning. After meeting Celes, however, that tune changes.
