Well it really depends, i think that throwing Shurikens is a cheap way to cause a lot of good damage, and Shadow alone is a pretty good attacker, i really believed it was him that was the fastest but perhaps i'm confusing it with another stat, i remember he had the highest stat at something but i can't remember right about now
