This game has some of the best music I've ever heard in a video game. Probably my favorites of the bunch are the personal character themes that each character had. Shadow, Cyan, Locke's theme with Rachel in mind, Celes theme and the Opera score, etc...
This game's music is so memorable in so many aspects that the game almost revolves around the musical touch.

Best FF soundtrack? Yes, I think a lot of people would agree with you on this one.
Best RPG soundtrack? imo Chrono Triggers blows it out of the water. Every track just exuded quality in that game, save for the Battle and Lavos Themes.
Fav tracks on VI: Terra's theme and its softer variation The Awakening.
Honourable mentions: Aria Di Mezzo Carattere, The Empire Gestahl, Catastrophe and Dancing Mad.

Yeah, I'm not sure if I would call it the best but it's pretty darn good overall! I really love Aria Di Mezzo Carattere, that would definitely have to be one of my favorite songs in the game. I wouldn't be able to name all the songs I like in Vi because there are just too many. Terra and Celes' theme are both quite nice and the song they play when they show the flashback of Locke's lover. Very nice indeed.
